Organised Industrial Zone Incentives

Investing inside an organised industrial zone produces a different support table than investing outside one. We work out which rights apply to you, from land allocation to energy and property advantages.

Who it is for

Firms building inside an OIZ or considering a move into one.

What you end up with

  • Land allocation application and review of allocation terms
  • Calculating the additional support elements granted to OIZ investments
  • Correspondence with zone management and infrastructure units
  • Building permit and start of production follow up

The support an investment receives depends not only on what you produce but on where you produce it. An investment inside an organized industrial zone draws employer's share premium support on the terms of one region below its own. Tax and fee exemptions and ready built infrastructure add to that difference.

This page sets out where a zone location actually pays and how we run the process.

Three separate benefits

1. Incentives

Decree 9903 gives investments carried out in an organized industrial zone or an industry zone the employer's share premium support of one region below their own. Investing in the districts the decree lists moves it two regions. For investments in the sixth region, two years are added to the applicable duration.

One point deserves attention. Under the previous system, the zone based shift also covered the corporate tax reduction. In the decree now in force it is defined for employer's share premium support only, and a great deal of material online still describes the old rule.

In some sectors a zone is mandatory in any case. Investments in leather tanning, for instance, are supported only inside organized industrial zones.

2. Tax and fees

Zone legislation carries a set of exemptions for immovables and transactions inside the zone:

  • Property tax: buildings inside a zone are permanently exempt. The five year temporary exemption that applied before 2017 was replaced; content still quoting "five years" is out of date.
  • Fees: subdivision, merger, partition, transfer and registration transactions are exempt.
  • Building construction and occupancy permit fees: structures built inside the zone are exempt.
  • Stamp duty: contracts and undertakings on land allocation are exempt.
  • Building inspection fee: reduced for structures inside zone boundaries.
  • Wastewater fee: municipalities charge none where the zone operates its own treatment plant.

On energy there is no fixed statutory discount specific to zones; arrangements on participants' energy costs are made separately.

3. Infrastructure and operations

Roads, electricity, natural gas, water and wastewater infrastructure come ready. Treatment facilities are shared. Zoning and permit processes run through the zone administration rather than through separate dealings with a municipality. Having companies from the same sector nearby also shows up in supply and service costs.

What we do

Site analysis. We map the zones that fit your activity, comparing sector restrictions, available parcels, energy capacity and infrastructure charges.

Incentive calculation. We calculate which support elements the investment would draw in the chosen zone and in alternative locations, then the decision is made on that table.

Allocation application. We prepare the file the zone administration requires. Planned activity, employment and production figures are assessed here, and where free allocation is in play we calculate the minimum employment commitment tied to parcel size.

Permits. Zoning status, building permit, environmental permits and occupancy permit are tracked through to completion.

Incentive certificate. The investment incentive certificate application and everything after it is handled by the same team.

When a zone is not the answer

An organized industrial zone is not right for every investment. An outside location can make more sense where:

  • Proximity to a raw material source is essential, such as mining, agricultural produce or water
  • The zone's sector plan does not cover your activity
  • The parcel size you need is unavailable in the zone
  • Proximity to a port or border crossing is decisive

Conversely, where infrastructure costs are high, energy consumption is heavy or the process produces wastewater, the zone difference is usually decisive.

The call belongs to a calculation, not an instinct. In the feasibility study we set the two scenarios side by side: total investment cost, support received and the difference in ten years of operating cost.

For investors coming from abroad

If you are choosing a location in Türkiye for the first time, the practical questions are usually the same: which provinces carry which support group, how long allocation takes, what infrastructure costs on top of the land, and what the permit chain looks like. We answer those with sources before you commit to a site, and we can run the whole process in English.

Sources and currency

This page follows Law 4562 on Organized Industrial Zones, Property Tax Law 1319, Municipal Revenues Law 2464, Fees Law 492 and Presidential Decree 9903 on State Aid in Investments. Last reviewed 23 September 2026.

Getting started

The first meeting covers the planned activity, capacity, energy and water requirements and the provinces you are considering. From there we produce the candidate zones and what each is worth on the incentive side. That first assessment is free.

Common questions on this topic

What is the incentive advantage of building inside an OIZ?

Under Decree 9903, an investment carried out inside an organized industrial zone or an industry zone benefits from employer's share social security premium support on the terms and duration of one region below its own. Investing in the districts listed in the decree moves it two regions. The advantage applies to that premium support only; there is no equivalent shift for the corporate tax reduction.

Which tax and fee exemptions apply?

Buildings inside a zone are permanently exempt from property tax. Building construction and occupancy permit fees are exempt, as are fees on subdivision, merger, transfer and registration; land allocation contracts are exempt from stamp duty, and building inspection fees are reduced. Where the zone operates its own treatment plant, municipalities charge no wastewater fee. The widely repeated claim of a five year property tax exemption is out of date.

How does land allocation work?

Paid allocation follows the procedure of the zone administration. Free allocation changed in 2024: zone administrations no longer decide it themselves, and it now runs through a ministry list of eligible districts with a minimum employment commitment graded by parcel size. The investment has to fall within manufacturing.

Is building outside a zone always a disadvantage?

No. Raw material, logistics or labour may make an outside location the right call. The decision comes from putting the incentive difference and the operating cost difference side by side, which is what the feasibility study does.

What is a specialised OIZ?

A zone reserved for one sector. Having the same sector's suppliers in one place helps logistics and infrastructure, and some specialised zones carry sector specific shared facilities.

Can I lease instead of buying?

Some zones allow existing facilities to be leased. Whether a lease is accepted as the site document in an incentive application varies by programme, so it needs verifying beforehand.

How long does it take?

From allocation application to production, timing depends on the zone, the zoning status and the construction schedule. Allocation decisions are measured in months; construction and commissioning in years.
