The investment incentive certificate is the official document that lowers an investment's tax, customs and social security cost in Türkiye. It is issued by the Ministry of Industry and Technology and states the subject, amount, location and scope of the investment. Anything not on the certificate draws no support.
That is why the real work is not filling in the application. It is structuring the investment correctly before the certificate is issued: which machinery goes on the list, where the investment is located, how the investment amount is broken down. Those decisions are hard to change afterwards.
Support elements
The certificate is not a single discount but a package of elements. The ones commonly applied:
| Element | What it provides |
|---|---|
| VAT exemption | No VAT on machinery and equipment purchases within the certificate |
| Customs duty exemption | No customs duty on imported machinery and equipment |
| Corporate tax reduction | A reduced rate applied to income derived from the investment |
| Employer's premium support | The employer's share of social security premiums for additional employment is met from the budget |
| Interest and profit share support | Part of the interest on investment credit is covered |
| Machinery support | Part of the cost of high value machinery is paid from the budget |
| Land allocation | Access to allocated land for the investment |
| Social security premium support | Applies in the sixth region only, on the employee's share |
Machinery support is new to the current system and applies only within the Türkiye Century Development Push programmes. An investment using it cannot also take interest support; you choose between the two.
The VAT refund and income tax withholding support that existed under the previous decree are not part of the current one. Content that still lists them is working from the old text.
The system in force
Türkiye rebuilt its investment incentive system on 30 May 2025. It rests on Presidential Decree 9903 on State Aid in Investments and Implementing Communiqué 2025/1. The previous decree, 2012/3305, was repealed, so older categories such as the "general incentive scheme" no longer exist.
The system has three parts:
| Part | Programmes | How it is assessed |
|---|---|---|
| Türkiye Century Development Push | Technology Push, Local Development Push, Strategic Push | Project based, by committee decision |
| Sectoral Incentive System | Priority Investments, Target Investments | E-TUYS filing, ministry assessment |
| Regional incentives | Social security premium support layered on the above | Provinces grouped into six regions |
Two horizontal programmes, Digital Transformation and Green Transformation, sit alongside them. Provinces remain grouped into six regions by socioeconomic development.
Which programme an investment falls under determines the size of the support directly. In the corporate tax reduction, the contribution rate is highest under the Technology Push and Local Development Push programmes and lowest under Target Investments. That is why more than one scenario has to be calculated before filing: the same investment in a different province, or inside an organized industrial zone, produces a different result.
Applications under the decree are assessed up to 31 December 2030. Minimum fixed investment amounts are set by region, revalued annually and published by the ministry; we verify the amount in force before filing.
The process
| Stage | Work |
|---|---|
| 1. Pre assessment | Establishing the category from subject, amount and location |
| 2. Scenario comparison | Effect of alternative locations and structures on the support total |
| 3. System registration | Defining the company electronically, authorising users |
| 4. Machinery list | Preparing domestic and import lists, checking customs tariff positions |
| 5. Filing | Collecting documents and submitting the application |
| 6. Issuance | Ministry review, answering information requests |
| 7. Delivery | Purchases, import procedures, tracking period and scope |
| 8. Completion visa | Confirming completion and closing the certificate |
Common mistakes
Invoicing before the certificate. Expenditure predating the certificate is generally outside scope. This is the most expensive mistake and it cannot be reversed.
An incomplete machinery list. Equipment missing from the list draws no support element. Revision is possible but costs time.
Wrong customs tariff position. Leads to the exemption not being applied at import.
A weak site document. Title deed, lease or allocation document has to satisfy the conditions.
Skipping the completion visa. Even a finished investment carries cancellation risk if closure is not carried out, and support already used can be reclaimed.
Requesting an extension late. Where the investment will not finish within its period, the extension request has to be filed in time.
What we do
We start with a pre assessment: which category your investment falls into, which support elements it can draw, and how an alternative location changes the result. You take the filing decision after seeing that table.
Once the decision is made we run system registration, the machinery list, document collection and the filing itself. We stay on after issuance: purchase tracking, revisions, period management and the completion visa all belong to the same file.
You follow the process in the client portal. Which document sits with you, which with us, and which deadline is approaching all appear on one screen.
For investors based abroad
If you are assessing Türkiye as a manufacturing location, the certificate is usually the first item on the list and the one with the most misinformation around it. We answer the practical questions with sources, in English: which provinces carry which support level, what changes at customs, what the timeline looks like, and what obligations follow completion.
Sources and currency
This page follows Presidential Decree 9903 on State Aid in Investments (30 May 2025) and Implementing Communiqué 2025/1. Last reviewed 23 September 2026. Rates and thresholds move with revaluation and legislative amendments, so we verify the figures in force before any filing.
First step
Bring us the investment plan. For a pre assessment we need the subject, estimated amount, intended province and a draft machinery list. The assessment is free, and it will also tell you if an application does not make sense.
